City of Burlington, Vermont Airport Improvement Program

Sealed Bids for Rehabilitate Terminal Apron, Phase 1 – Gates 13 and 13A at the Burlington International Airport, South Burlington, Vermont will be received by the Owner at 1200 Airport Drive #1, South Burlington, Vermont 05403 until 1:00 PM, Thursday, April 24, 2014 local time and then at said office publicly opened and read aloud.

This project includes Removal of existing portland cement concrete pavement, bituminous concrete pavement, drainage infrastructure; Installation of new drainage structures, pipes and trench drain; Placement of new crushed aggregate base course, stabilized bituminous base course, portland cement concrete pavement and bituminous concrete pavement; Placement of joint sealer and painted markings. Work will be located adjacent to Taxiway A and the Terminal Building at Gates 13 and 13A.

To order a bid document by mail, please send a request to Hoyle, Tanner & Associates, Inc., 150 Dow Street, Manchester, NH 03101, and include a $20.00 non-refundable shipping and handling charge in addition to the $50.00 purchase price for the bid documents.

A MANDATORY pre-bid conference will be held at 10:00 AM, Wednesday, April 16, 2014 at the Burlington International Airport, 1200 Airport Drive #1, South Burlington, Vermont 05403.  This will be the only time for prospective Bidders or subcontractors to view the site.

The Owner reserves the right to waive any informality in the bidding or to reject any or all bids.

Each bidder must deposit with their bid, security in the amount of 5% of the bid in the form and subject to the conditions provided in the General Provisions.

Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract.  The Contractor on this work will be required to comply with the equal employment opportunity requirements of the Federal Aviation Administration and the Burlington International Airport Disadvantaged Business Enterprise Program.

No bidder may withdraw his/her bid prior to September 30, 2014.


NOTICE TO BIDDERS

The City of Burlington, Vermont invites sealed bid proposals for furnishing all labor and materials and performing all work in connection with a construction contract at the Burlington International Airport, Burlington, Vermont.

Separate sealed bids for the Security Improvement Project will be received at the office of the Director of Aviation, Burlington International Airport, 1200 Airport Drive, #1, South Burlington, Vermont 05403, until 2:00 p.m. local time, Thursday, MAY 1, 2014 and then at said office publicly opened and read aloud.

Contract documents may be examined on or after Wednesday, April 23, 2014 at the following location:

1. Office of the Director of Aviation, Burlington International Airport, South Burlington, Vermont
2. TSG Solutions, 90 Maple Street, Stoneham, MA 02180

A pre-bid meeting will be held on Friday, April 25, 2014 at 1:00 p.m. at the Airport Administration Offices.

It is expected that the contractor will order all necessary equipment and materials associated with the project as soon as the contract has been executed to avoid delays when the "Notice to Proceed" for construction is issued.

The proposed work to be accomplished under this contract will be subject to the Federal Equal Employment Opportunity (EEO) requirements of 41 CFR Part 60 and Title VI of the Civil Rights Act; the State of Vermont EEO; and the Disadvantaged Business Enterprise Plan of the Federal Aviation Administration and the City of Burlington, Vermont. Assurance and/or Certification statements of the Bidder as provided in the bid documents must be executed (signed) and submitted at the time of the bid opening. These certifications are intended to satisfy the Federal Aviation Administration (FAA), Vermont Agency of Transportation, and City laws relative to the non-segregation, non-discrimination, and DBE practices.

Attention of bidders is particularly called to the requirements as to conditions of employment, the minimum wage rates to be paid under this contract and to procedures under the appropriate sections, as amended, of the laws of the State of Vermont, the City of Burlington, and the Federal Government.

The City of Burlington reserves the right to waive any informalities or to reject any or all bids, or to accept any other than the lowest bidder, should it be deemed to be in the best interest of the City to do so. No bidder may withdraw his bid within one hundred and twenty (120) days after actual date of the bid opening.

This work generally consists of the installation, programming and testing of security systems equipment.

A certified check or bid bond in an amount not less than 5% of the bid price for the Contract work will be required from each bidder. The bid security, made payable to the City of Burlington, shall be as described under the INSTRUCTIONS TO BIDDERS.
